Red Bull - enough budget for pit tech ?

Looks like Red Bull had enough for 2010 to invest in the top level of pit stop tech.  This here reckons they can do a tyre change in under 2s.

I've often thought about how racing would change if the drivers were REQUIRED to change their own tires, fuel and nose cone changes. I'd imagine the fitness would be a little different as they would need more strength instead of trying to be as skinny as possible to reduce weight. It would also save money (no tire changers to pay if they are being paid). 

Imagine how different NASCAR would be if the stock car drivers had to change their own tires!
